02Scope of services

What we actually do (and don't).

We act as your authorised consultant for documentation. We collect and verify documents, draft applications, file them on the appropriate government portal, follow up on status, and deliver the final certificate to your dashboard.

What we do
  • Document collection, verification and digitisation.
  • Online filing of registrations such as GST, Udyam (MSME), IEC, PAN, Trademark, FSSAI, Trade License, DSC, Passport, Voter ID, Caste / Income certificates, Land map & ROR, Municipality / Panchayat tax payments.
  • Drafting and pre-filling of forms, application tracking and status updates.
  • Handling correspondence with the relevant department on your behalf, where permitted.
  • Issuing GST tax invoices for our professional service fees.
  • Secure cloud storage of your documents on private folders, accessible only to authorised agents.
What we don't do
  • We are not a government department, agency, ministry or licensing authority.
  • We do not guarantee approval of any application — the issuing authority decides.
  • We do not collect government fees as our own revenue. Where applicable, they are paid through to the authority.
  • We do not provide legal opinions, courtroom representation or chartered accountancy attestation.
  • We do not solicit unverified documents and are not responsible for any false information you submit.
  • We do not promise specific timelines that depend on third-party portals or government workflows.
03Important disclaimer

Independent platform · not a government website.

Papermitra is privately owned and operated. We are not affiliated with, endorsed by, or in partnership with any state or central government authority.

This includes (but is not limited to) the Goods and Services Tax Network (GSTN), Ministry of MSME, Directorate General of Foreign Trade (DGFT), Income Tax Department, Ministry of External Affairs (MEA), Food Safety and Standards Authority of India (FSSAI), Office of the Controller General of Patents, Designs and Trademarks (CGPDTM), Election Commission of India, State Revenue Departments, Municipal Corporations and Panchayat bodies.

The fee charged by us is solely a professional service charge for assistance, advisory and processing work performed by our team. Statutory fees, government registration fees, departmental challans, DSC charges, stamp duties and any other official authority fees are extra wherever applicable, and are paid directly to the relevant authority either through our portal as a pass-through or directly by the customer.

Acceptance of these terms

By creating an account, browsing this website or paying for any service, you (the "Customer") confirm that you have read, understood and accepted these Terms, our Privacy Policy, our Refund Policy and the Disclaimer above. If you do not agree with any part, please do not use the platform.

Eligibility

You must be at least 18 years of age and competent to contract under the Indian Contract Act, 1872. Where you are filing on behalf of an entity, you confirm that you are duly authorised to represent it.

Nature of our services

We provide consultancy, advisory and documentation assistance services. Our role is limited to helping you prepare and file applications. Final approval, rejection, time taken and any document issued is the sole prerogative of the relevant government authority. We do not guarantee a particular outcome or processing timeline.

Customer obligations & declarations

You will provide accurate, truthful, complete and up-to-date information. All identity / address proofs you upload belong to you (or to a person you are duly authorised to represent) and have not been forged. You will not use the platform for any unlawful, fraudulent, money-laundering or impersonation activity (BNS 2023, IT Act 2000, PMLA 2002).

Pricing, taxes & invoicing

The displayed price is our professional fee only. GST as applicable is added at checkout. Statutory fees (e.g. trademark fee, DSC token, FSSAI license fee, passport fee) are not included unless explicitly stated. A digital tax invoice with our GSTIN 19ACVPI3002M1ZA is generated on every successful payment. Place of supply is determined under the IGST Act, 2017.

Payment processing

Online payments are processed by PCI-DSS-compliant gateways such as PayU. Papermitra does not store full card numbers or banking credentials. All transactions are deemed final once the gateway returns "success" and the corresponding invoice is generated.

Certificate downloads & fair use

For each issued certificate, you are entitled to a fair-use number of free downloads (currently five) within twelve months from the issue date. After this fair-use limit is exhausted, additional downloads may attract a nominal fee of ₹20 plus 18% GST per download. Pricing is shown before each download and may be revised by us with prior notice.

Account, security & communications

You are responsible for maintaining the confidentiality of your account credentials. You authorise us to send you transactional and service-related communications by email, SMS and WhatsApp. We may suspend or terminate accounts found in breach of these Terms or used for fraudulent purposes.

Acceptable use

You shall not (a) reverse-engineer, scrape or decompile the platform; (b) interfere with the security of the platform; (c) upload viruses or disabling code; (d) use the platform to apply for documents on behalf of any person without their explicit authorisation; (e) use the platform in violation of the Information Technology (Intermediary Guidelines and Digital Media Ethics Code) Rules, 2021.

Third-party portals & downtime

We rely on government and licensor portals (e.g. gst.gov.in, udyamregistration.gov.in, mca.gov.in, passportindia.gov.in, dgft.gov.in, ipindia.gov.in) which are outside our control. Failures or delays caused by their downtime, validation rules or policy changes shall not constitute a service deficiency on our part.

Limitation of liability

To the maximum extent permitted by law, our cumulative liability for any claim shall not exceed the professional service fee actually paid by you for the specific application giving rise to the claim. We are not liable for indirect, incidental, consequential, punitive or special damages including loss of business, profit, data or opportunity costs, even if advised of the possibility.

Indemnity

You agree to indemnify and hold harmless Papermitra, its directors, officers, employees and partners from any claim, damage, loss, liability or cost arising out of (a) your breach of these Terms, (b) your use of the platform in violation of any law, or (c) the inaccuracy or unlawfulness of any document you submitted.

Force majeure

Neither party shall be liable for failure or delay attributable to events beyond reasonable control, including acts of God, fire, flood, pandemic, riot, war, government action, internet shutdown, denial-of-service attack or third-party portal failure.

Termination

We may suspend or terminate your access if (a) you breach these Terms, (b) your account is used for unlawful purposes, or (c) the relevant authority has flagged your application as fraudulent. Sections relating to liability, indemnity, dispute resolution and intellectual property survive termination.

Governing law & jurisdiction

These Terms are governed by the laws of India. Subject to the dispute-resolution clause, all disputes shall be subject to the exclusive jurisdiction of the competent courts at West Bengal.

Dispute resolution & arbitration

The parties shall first attempt to resolve any dispute amicably. If not resolved within thirty (30) days of written notice, the dispute shall be referred to arbitration by a sole arbitrator under the Arbitration and Conciliation Act, 1996. Seat and venue: West Bengal. Language: English. The award shall be final and binding.

Changes to these Terms

We may update these Terms from time to time. The updated version will be posted here with a revised "Last updated" date and will apply to all use thereafter. Your continued use constitutes acceptance.

We comply with the Information Technology Act, 2000, the SPDI Rules, 2011 and the Digital Personal Data Protection Act, 2023.

What we collect

  • Account data: name, email, mobile, password hash, profile photo, IP and user-agent.
  • Identity / KYC: Aadhaar, PAN, voter ID, passport, business registration documents, photographs and signatures, only as needed for the requested application.
  • Application metadata: service applied for, status, payment gateway reference IDs (never card or net-banking credentials), notes added by support staff.
  • Technical: cookies, session IDs, browser type, device fingerprint, language and approximate IP-based location.

How we use it

  • To process the specific application or document you have requested.
  • To verify identity, prevent fraud and meet legal record-keeping under the GST Act, 2017 and Income-tax Act, 1961.
  • To provide customer support and send transactional notifications.
  • To protect the platform from abuse and improve service quality.
  • To comply with lawful requests by judicial, regulatory or law-enforcement authorities.

Lawful basis (DPDP Act, 2023)

We process your data on the basis of explicit consent, contractual necessity, legal obligation, and legitimate use such as fraud prevention.

Sharing & disclosure

  • With government / licensor portals only as needed for your application.
  • With payment gateways (e.g. PayU) to process transactions.
  • With cloud storage providers like Google Drive in private folders accessible only by authorised personnel.
  • With email / SMS / WhatsApp providers for transactional notifications.
  • When required by law, court order, or to protect rights and safety.
  • We do not sell your personal data and do not share it with marketing affiliates without explicit consent.

Security

TLS in transit, hashed passwords, role-based admin access, audit logs and offsite encrypted document storage. While we strive to protect your data, no electronic transmission is 100% secure.

Retention

We retain account and application data for as long as your account is active and for at least eight (8) years thereafter, in line with statutory record-keeping under the Companies Act, Income-tax Act and GST Act.

Your rights

  • Access a copy of your personal data.
  • Correct or update inaccurate data.
  • Erase / withdraw consent (subject to lawful retention).
  • Grievance redressal (see below).
  • Nominate a representative (DPDP §10).

International transfers

Some infrastructure providers may store data outside India with comparable safeguards, as permitted under the DPDP Act and SPDI Rules.

06Refunds & cancellations

Eligible for refund
  • If we are unable to start work on your application within seven (7) working days due to reasons within our control, you may request a full refund of our professional service fee.
  • If we cancel your service for operational reasons before any work is performed.
  • If a duplicate payment was charged for the same application due to a payment-gateway error.
Not eligible for refund
  • Government, statutory or licensor fees once paid to the authority.
  • Rejection of an application by the authority for reasons attributable to incorrect, incomplete or false information provided by the customer.
  • Where significant work has already been performed (draft prepared, application filed, follow-ups initiated).
  • Per-download certificate fees once the download has been initiated.
  • Cancellation requests received after the application has been submitted to the authority.

How to request a refund

    Email support@papermitra.com from your registered email with the subject "Refund request — <Application No>".

    Include the application number, transaction ID and reason for the request.

    Approved refunds are processed to the original payment instrument within seven (7) to fourteen (14) working days, subject to bank / gateway timelines.
07Grievance redressal

If your grievance is not resolved to your satisfaction, you may refer the matter to the National Consumer Helpline (1915) or escalate to the Data Protection Board of India under the DPDP Act, 2023.

08KYC, AML & record-keeping

Compliance, kept tight.

In the course of providing documentation services we may collect Know-Your-Customer ("KYC") information. Such information is used solely to file your application with the relevant authority and to comply with record-keeping obligations under the Prevention of Money-Laundering Act, 2002 ("PMLA"), the GST Act, 2017 and applicable rules.

We retain KYC records for the period required by law (typically up to ten years from the end of the financial year). We do not use KYC documents for any purpose other than the application for which they were collected, and we do not share them with third parties for marketing.

09Intellectual property

Intellectual property & content rights.

Our IP

All design, source code, logos, brand names, illustrations, copy and underlying software on this platform are the intellectual property of Papermitra or our licensors, protected by the Copyright Act, 1957, the Trade Marks Act, 1999 and applicable IP laws.

Your documents

Documents you upload remain your property. By uploading, you grant Papermitra a limited, non-exclusive, royalty-free licence to process and store them solely to provide the requested service. No part of this website may be reproduced or used commercially without our prior written consent.

Just the essential cookies.

We use a small number of essential cookies to keep you signed in (session cookie), remember your theme preference (light / dark) and protect against cross-site request forgery (CSRF token). These cookies do not track you across other websites.

We may use minimal first-party analytics to understand aggregate usage. We do not use third-party advertising cookies. You may clear or block cookies in your browser at any time, but doing so may affect sign-in or certain features.

If any provision is held unenforceable, the remaining provisions shall continue in full force and effect.
